Pursuant to AS 24.05.100, Senator Micciche moved and asked                                                                      
unanimous consent the Thirtieth Legislature convene a third special                                                             
session to consider SENATE BILL NO. 23 APPROPRIATION:                                                                           
CAPITAL BUDGET.                                                                                                                 
                                                                                                                                
The question being: "Shall the Thirtieth Legislature convene in a third
